LGU, ARMY SIGNS MOA TO KEEP CAMP LUKBAN IN CATBALOGAN

 

The City Government and the 8th Infantry Division (8ID), represented by City Mayor Coefredo T. Uy and  8ID Commanding General Major General Mario F. Chan respectively, signed a Memorandum of Agreement (MOA) last September 22, 2011 at the Sangguniang Panlungsod to facilitate the retention and expansion of Camp Vicente Lukban in Catbalogan City.

Both parties have agreed to retain Camp Lukban or 8ID in its present site in Brgy. Maulong with plans to expand its base to seventy (70) more hectares located in the camp’s adjacent area, to be used as additional training facility for soldiers. City Vice Mayor Art Sherwin had described the agreement as mutually beneficial as it will bring added income for the city.

The MOA to ensure Camp Lukban’s stay in Catbalogan City stemmed from previous moves to transfer its facility to Sta. Rita, a municipality 13 kilometers from the capital. Although the said move was approved and preparations made in 2010, the plans were stopped due to a resolution passed by the City Council last March of this year. The preferrence for Catbalogan City as the site of Camp Lukban has to do with the accessibility of resources making it more convenient to perform important transactions. The strategic location will also make it easier for them to respond to security threats and answer problems concerning the transport of supplies and other logistics.

Aside from the enhanced security that the project can bring to the locality, the city is also looking at an opportunity to boost local economy. Both the current and soon-to-be added facilities will have a total administrative and operational cost equivalent to the Internal Revenue Allotment (IRA) of a sixth class city. This is expected to create additional employment as well as more income for the local business sector.

HOTEL AND RESTAURANT OWNERS ORGANIZED, NEW PRESIDENT URGED FOR COMPETITIVENESS AND QUALITY SERVICE

The newly elected President of the Hotel and Restaurant Owners’ Association (HROA) of Catbalogan, former city councilor Herminia S. Cabral, urged fellow members to have their workers undergo competency training from the Technical Education and Skills Development Authority (TESDA) in order to upgrade their quality and quantity of work. With better trained workers, hotel and restaurants are expected to have improved and more efficient services.

These statements were made after the organizational meeting and election of the pioneering set of officers of HRAO that was jointly organized by the Department of Tourism (DOT)- Regional Office 08, TESDA-Samar, Department of Trade and Industry (DTI) –Samar and the City Government of Catbalogan last September 16, 2011 at the Sangguniang Panlungsod Session Hall.

The said meeting was arranged to formally organize the hotel and restaurant sector so that it will be easier for the owners to address and find solutions to common problems and concerns. It will also be a step towards getting the hotel and restaurant sector to play an active role in promoting local tourism and drawing investments to the city.

DTI Provincial Caretaker Meilou Macabare explained that hotels and restaurants address two of the basic needs of tourists which are food and accomodation. And to attract investments, the city must be able to offer these two necessities to ensure the comfort of investor as they transact their business here.

This echoes Councilor Stephany Uy-Tan’s statements upon formally opening the meeting wherein she said, “we have seen the growth and development of Catbalogan through the years as evident from the increasing number of establishments, constructions and varied services that are now being offered to our contituents. Proportionate to that is our need to ensure high quality support and servicers to our ever growing market.”

After the passage of the Tourism Code and the Investment Code, the formal organization of the hotel and restaurant sector was meant to be the latest step towards tourism and investments promotion. It is hoped that as a united group, owners will be able to work together towards solving problems and addressing issues that are commonly encountered in their line of business and and as a result of this, Catbalogan hotelier and restaurateurs will emerge as competitive businesses.

TESDA Provincial Director Cleta Omega stressed that having a skilled and qualified manpower is one of the factors that can affect the management of hotels and restaurants. She added that having sufficient knowledge in their line of work enables workers to be more productive and professional, which can prove to be an asset to the establishment.

CITY EMPLOYEES TAKE PART IN 111th CIVIL SERVICE ANNIVERSARY CELEBRATION

City employees took time out to bond with their counterparts from other government agencies last September 1, through a Fun Walk from the city proper to Payao Beach for a day of games, dances and laughter. All of these were part of the celebration of the 111th Philippine Civil Service Anniversary spearheaded by the Civil Service Commision-Samar.

All of the participants, the city employees included, helped raise a total amount of PhP 16,500, for the  Provincial Jail. This was done through the “Bente Para sa Preso Campaign” where each employee donated 20 pesos for the benefit of the inmates of said jail.

The 111th Philippine Civil Service Anniversary is a nationwide event that is to be observed by all government offices including constitutional bodies, departments, bureaus and agencies of the national government, local government units, government-owned or controlled corporations with original charters and state universities and colleges. This year’s theme, Championing R.A.C.E.: Public Service Excellence at Full Speed, is anchored on the national government’s advocacy for reforms through Responsive, Accessible, Courteous and Effective Public Service.

This message was likewise echoed by CSC Provincial Director Michael Cyril Eamiguel when he addressed all participants composing of employees from various city, provincial and national government agencies upon arrival at the Payao Beach where the actual program and fellowship was to take place. Similar messages were also given by Honorable Stephany Uy-Tan in behalf of City Mayor Coefredo T. Uy and a representative of 8th Infantry Division Commanding General Major General Mario F. Chan.
