Catbalogan III Central conducts symposium on Drug Abuse Prevention, Global Warming and Climate Change
Pursuant to Presidential Proclamation No. 123 dated November 26, 2001 declaring the Third Week of November of Every Year as Drug Abuse Prevention and Control Week and mandated also to observe the Drug Abuse Prevention and Control Week issued by the Department of Education Memorandum No. 206 series of 2012, the Catbalogan III Central Elementary School under the Division of Catbalogan City, Department of Education has recently organized a symposium last November 29, 2012 with the theme “Kalusugan ay Kayamanan, Drogo ak Iwasan” in response to the said mandate.
The 2012 Symposium on Drug Abuse Prevention and Control Week and Global Warming and Climate Change Consciousness Week has invited several
speakers that tackled different issues and interventions: Mr. Eduardo V. Dela Cruz, PAGASA Bureau Chief; Dr. Gerarda C. Tizon, City Health Officer; PSupt. Avelino B. Doncillo, Jr, PNP Chief of Police; Atty. Alma Uy-Lampasa, Lawyer and Notary Public; Hon. Stephany Uy-Tan, Sangguniang Panlungsod Committee Chair Health and Social Services as well as Committee Chair on Environmental Protection and Natural Resources; and Hon. Dexter M. Uy, Sangguniang Kabataan Federation President.
The Waray-Waray Youth Advocates (WARAYA), a member of the Local AIDS Council and the leading youth organization in the Province of Samar initiates this year’s commemoration of World AIDS Day.
Catbalogan City Chapter, a joint activity is being organized by WARAYA dubbed as “The RED Night” to coincide with the 2012 World AIDS Day and the Ceremonial Lighting of the City Christmas Tree at the City Plaza on December 01, 2012.Between 2011-2015, World AIDS Days will have the theme of “Getting to Zero: Zero New HIV Infections. Zero Discrimination. Zero AIDS related Deaths”. This same theme will be carried for this year’s commemoration. Meanwhile, the City Government’s theme for the Kapaskuhan ha Catbalogan 2012 echoes the need for us Catbaloganons to unite amidst political and social divisions for a peaceful and meaningful celebration thus “Ha Kapaskuhan mayda Pagka-urusa” theme.Aimed at raising awareness on HIV and AIDS as well as to signal the start of the Christmas season, the joint activity reflects the need for solidarity and unity at this times as we strive towards social development and progress. This joint activity is now on its second year after its successful implementation last year and expected to have gather the same varied audience of young people, teachers, barangay folks and City Officials.
The City Cooperative Office through Cooperative Officer Mr. Vivencio Eslopor II and his staff recently facilitated the Basic Cooperative Course Training last November 23 – 24, 2012 at Cocina de Cabral, Catbalogan City.

The City Government of Catbalogan joins the whole Christian world in celebrating the birth of our Savior Jesus Christ to instill hope and give thanks for the bountiful blessings received through the years. “Ha Kapaskuhan mayda Pagka-urusa”, which is this year’s theme, echoes the need for us Catbaloganons to unite amidst political and social divisions for a peaceful and meaningful celebration.
In line with this celebration, several activities have been organized to make it more festive yet reflective. One of these is the “Panarit Pamasko: A Christmas Carol Singing Contest” in partnership with the Division of Catbalogan City, Department of Education. The contest is open to both young and adult groups aimed at sharing the spirit of the season through folk songs and cheers. A weekly elimination during weekends has been scheduled starting on December 01 to 22, 2012 to cater to the three (3) categories namely: (1) Children’s Category for those aging 6-12 years old; (2) Teen’s Category for those aging 13-17 years old; and (3) Open Category for any group with members aging 18 years old and above.
Another activity is the “Pasko Pasikatay”, a Barangay Hall Decorating Contest aimed at involving our communities and barangay folks through a greener and sustainable concern for the environment in partnership with the Association of Barangay Chair – Catbalogan City Chapter. Thirty (30) pre-selected carline barangays is expected to participate the contest, which will incorporate indigenous/recycled or eco-friendly materials and a percentage of the judging will come from online votes to further expand the reach of the celebration.
Last and most importantly, in cooperation with the Catbalogan City Tourism Council (CCTC), and the Waray-Waray Youth Advocates (WARAYA), we hope to involve the business sector in spreading the message of unity and solidarity for this coming month of December. Through the assistance of the Samar Chamber of Commerce and Industry (SCCI) and the Department of Trade and Industry – Samar (DTI-Samar), we hope to encourage our business partners to put up Christmas lighting and decorations outside their respective establishments to heighten the public’s awareness and appreciation of the yuletide season. And to make their participation more relevant, the City Government will be offering FREE L.E.D. Advertising at our Giant Electronic Billboard at the City Plaza for five (5) spots per day as a promotional support to our business partners.
As we involve different sectors to this year’s celebration, the City Government of Catbalogan hopes to exemplify the call for unity and solidarity towards the celebration of our Savior’s birth.
