The Sangguniang Panlungsod of Catbalogan City approves on third and final reading the 2013 Annual Budget during its regular session on January 31.
Tally of votes were 6 affirmative, 1 negative and 5 abstention, same during its second reading held at a special session last January 29.
Affirmatives were Councilors Uy-Tan, Redaja, Ilagan, Pescos, Uy (ABC) and Uy (SK). Negative was Councilor Aquino and councilors who abstained were Arcales, Mendoza, Escober, Perez and Jasmin.
The annual budget for the year 2013 appropriation is Three Hundred Ninety-Six Million, Seven Hundred Eleven Thousand, Two Hundred Nine Pesos & 31/100 (P 396,711,209,31). Of the total appropriations, P 145,654,643.82 has been alloted for Personnel Services; P 71,084,521.30 for Maintenance and Other Operating Expenses (MOOE); no allocation for Capital Outlay (Departments); P 70,902,317.06 for Statutory and Contractual Obligations; P 67,528,856.00 for 20% Development Fund; P 18,882,214.15 for 5% Gender and Development (GAD); P 18,882,214.15 for 5% Calamity Fund; P 3,776,442.83 for 1% Senior Citizens/Persons with Disability.
Opening Ceremonies held at Leyte Sports Development Center at Tacloban City last January 27, 2013 was attended by several Mayors, Councilors and Delegation Representatives and was warmly hosted by Leyte Governor Jericho “Icot” Petilla and the Leyte Division, Department of Education.

The EVRAA 2013 will officially be hosted by Leyte DepEd Division from January 27 to February 02 at Leyte Sports Development Center (LSDC), Tacloban City.
On January 16, 2013 at SP Session Hall, Catbalogan City, members of the City Development Council convened for the presentation and deliberation of the 2013 Annual Investment Plan.
Several city department heads and City Councilors were present along with the different Barangay Chairs of Catbalogan alongside representatives of Civil Society Organizations, Non-Government Organizations, and People’s Organizations.
One of the proposals that took interests among the attendees was the Catbalogan City Blue Economy Project, which was presented by City Tourism Officer-Designate Mr. Raul Reyes. The project was a brainchild of Mr. Reyes that aims to transform the Buri Island Causeway and the island itself to become an Eco/Adventure, Industrial and Techno Tourism Destination.
In its entirety, the 2013 Annual Investment Plan of the City of Catbalogan is geared towards social development through various livelihood programs, health facilities upgrading, environmental sustainability, and ensure a transparent and responsive local governance.
Catbalogan City recently played host to the Regional Cooperative Development Council (RCDC) Meeting and the Induction Ceremony of the RCDC, PCDC or Provincial Cooperative Development Council and the CCDC or Catbalogan Cooperative Development Council last January 15, 2013 at Balay-Balay Grill and Restaurant, this City.
Engr. Victor Ariel Reyes, RCDC Chairman was present along with Dr. Asela Cabañas, Provincial Cooperative Development Specialist; City Councilor Teodoro “Teddy” Ilagan, Sangguniang Panlungsod Committee Chair on Cooperatives and PCDC Chairman; City Councilor Maximo “Max” Pescos, CCDC Chairman; and Mr. Alvin Abejuela, Chairman of SAGANA COOP.
One of the highlights of the activity was the presentation of the accomplishment report of PCDC/CCDC for the year 2012, which was presented by City Councilor Ilagan.
In behalf of City Mayor Coefredo “Tekwa” Uy, City Councilor Stephany Uy-Tan was the inducting officer for the Catbalogan Cooperative Development Council (CCDC) Officers along with Atty. Wilfredo “Didi” Estorninos who was the Guest Speaker and the inducting officer for the RCDC and PCDC Officers.
“Our cooperatives are our silent economic drivers, making quality products and services but our challenge now is how make them accessible and become our bold partners for the growth of Catbalogan.” as shared by Hon. Stephany Uy-Tan.
City Department Heads and several representatives of National Government Agencies (NGA) attended the meeting at SP Session Hall, Catbalogan City Hall last January 14, 2013.
Said meeting was primarily in preparation for the upcoming Local Poverty Reduction Action Team (LPRAT) Planning Workshop on January 17-18, 2013 at Cocina de Cabral, this city.
Secondly, the meeting was intended to harmonize and strategize the team’s action on the Civil Society Organizations’ (CSO) initial issues and concerns of their respective organizations during the CSO Assembly last January 07, 2013.

Incumbent officials and candidates of the upcoming May 13, 2013 National and Local Elections join the Covenant Signing for Secured and Fair Elections (SAFE) 2013 last January 13, 2013 at Sts. Peter and Paul Cathedral, Calbayog City.
