Caravan of Government Services to be held in the city

A Caravan of Government Services is set to be held in Catbalogan City on November 21, 2013, which will bring together various government agencies to deliver a range of basic services and/or assistance to the people of Catbalogan and Samar in general.

Said services include: Medical/Dental Services, Social Services, Employment and Livelihood Services, Licensing and Registration Services, Certificate Issuances and Legal Services, and Trade and Agri-Fair.

In lieu, Mayor Stephany Uy-Tan attended a Preparatory Meeting last October 30, 2013 at DMB Conference Room, Marasbaras, Tacloban City to discuss on various arrangements and preparations.

Said caravan is being organized by the Office of the Ombudsman Regional Office VIII, Region Eight Administrators League (REAL), Regional Development Council and the Association of Resident Ombudsman (ARO) of Region VIII.

With the transfer of the local district office of the Bureau of Internal Revenue (BIR) to Calbayog City looming in the horizon, Catbalogan City Mayor Stephany Uy-Tan made a final effort to keep said possibility at bay with a compelling and urgent appeal to BIR Commissioner Kim Henares.

Through a formal letter dated October 21, 2013 sent to the BIR National Office, the city mayor asked for her time to talk to her and express the sentiments of Catbaloganons regarding the impending transfer of BIR – District Office 87 to Calbayog City. She was then referred by Henares’ secretary to Deputy Commissioner Celia King.

“Ginpaabot ngan ginpaintindi ko kan Deputy Commisioner King kon ano an Catbalogan tikang pa han una nga panahon ngan abot yana. That we are the capital town and district offices have always been in our area since time immemorial. Ginpakita ko kun ano it kapas ngan kun ano it may ada an Catbalogan” said the mayor when asked about what happened during her meeting with King in her office last October 24, 2013 at around 9:00 am.

As the recognized capital of the province, and even way back when Samar Island was not yet divided into three separate provinces, national government agencies and private companies had naturally set up their branches in Catbalogan, making the city a one-stop-shop for various transactions.

This status was further bolstered by the city’s strategic location of being at the center of the province, which provides a convenient travelling distance for those coming from neighbouring municipalities, making it a suitable economic, political, educational and cultural hub of the Province.

These sentiments already echoed the justifications that she gave to Henares through her letter, where she had written that the distance is also a primary factor as to why Mayors from other municipalities, her “trading partners”, are also opposed to the said transfer. “The approved transfer will create a scenario wherein the RDO of the Province will no longer be at the center but at the opposite end or border side of the Province of Samar”, she had written.

It is for these reasons that she concluded that the Revenue District Office 87 will be able to serve a better majority of Samar’s populace if it stayed in Catbalogan City. “Nag-appeal gud ako nga pamatian kita nira kay we are a booming city ngan baby pa an syudad tapos tatanggalon nira an BIR ha aton nga asya an usa ha mga major factors nga nakakapabuhi han aton ekonomiya,” according to her.

With much of the hopes of Catbaloganons resting on her shoulders, the mayor’s efforts seem to have paid off as the Deputy Commissioner saw a room for discussion since some steps have been overlooked before the decision to transfer was made. Headway seems to have been reached through this meeting as on the evening the same day as the meeting, a text brigade spread which said:

“At long last, a glimmer of hope and a golden opportunity for those opposing the transfer of the BIR District Office to Calbayog! Officers from Revenue Region 14 and Revenue District 87 have been summoned to appear at the office of BIR Deputy Commissioner Celia King on November 4 to explain why the BIR District Office is to be relocated in Calbayog City…”

Hopes that were sparked by this text message were dashed just as quickly when it was followed by another informing that another invitation to bid was received recently by the Revenue District Office 87.

Amid accusations that the City Government is being complacent, the lady City Mayor had already issued a press statement through her Facebook page that the City Government is “doing everything in its power” to block the transfer of BIR to another area. She also posted on the same page the contents of a letter previously sent to Commissioner Henares, which led to the fateful meeting with King.

With further developments about the outcome of her meeting still pending, Mayor Uy-Tan made an appeal to her constituents for unity in the face of this current challenge. “Let us keep our hopes up and continue to pray for more blessings. Let us join hands for the challenges ahead as we STEP forward for Catbalogan,” was her final appeal.

City moves for the Rehabilitation of Slaughterhouse

Relative to the intention of the City Government of Catbalogan to avail funding and technical assistance under the Meat Establishment Improvement Program (MEIP) of the Department of Agriculture – National Meat Inspection Service (DA-NMIS) for the rehabilitation/improvement of the city slaughterhouse, City Mayor Stephany Uy-Tan along with several officers from concerned departments attended the Social Preparation Orientation Workshop (SPOW) last October 23-25, 2013 at Malolos City, Bulacan per invitation from DA-NMIS.

Concerned departments were from the City Engineering Office, City Planning and Development Coordinating Office, and from the City Veterinary Office. The said workshop was undertaken to fully orient the representatives about the mechanics of the program, which initial assessment of the application considered Catbalogan City a possible beneficiary of the said program.

The current City Slaughter House averages 20-head daily slaughter of hogs, however said structure is dilapidated and has never underwent any repair or rehabilitation for several underlying factors.

In view of the dire state of the City Abattoir and the risk to public health of its sub-standard facilities present, the former administration has respectfully pleaded with urgency that Catbalogan be considered one of the beneficiaries of a Slaughterhouse Grant/Aid for 2014 of DA-NMIS. Since 2005, Catbalogan has been applying for the said grant/aid and has faithfully followed up such application for seven years.

Under the new administration, the City Government has allocated P 8 Million Pesos for the construction of a new slaughterhouse, whose total estimated cost is P 16 Million Pesos. Moreover, it has also committed to the creation of a City Meat Inspection Service under the Regulatory Division of the City Veterinary Office and the enactment of the city ordinances pertinent to meat inspection.

LGU-Catbalogan City is being positive that said grant be awarded for this would greatly support the much needed rehabilitation.

I would like to assure everybody that the City Government is doing everything in its power to retain the office of the Bureau of Internal Revenue (BIR) here in Catbalogan City. Catbalogan attends DILG Orientation on Enhanced BPLS Program

On October 24, 2013 at Sangguniang Panlungsod Session Hall, representatives of various National Government Agencies and several departments under The City Government of Catbalogan attended the orientation on Enhanced Business Permit and Licensing System Program.Representatives from the Department of Trade and Industry (DTI) Samar, Bureau of Internal Revenue (BIR) Revenue District Office No. 87, Social Security System (SSS), Philippine Health Insurance Corporation (PhilHealth), and the Bureau of Fire Protection (BFP) were present. From LGU-Catbalogan City, the offices of the City Treasurer, City Assessor, City Planning and Development Coordinator, City Engineering, City Local Government Operations Office, and the Office of the City Mayor were present.

BPLS Program Officer Mr. Marlon Camilon from DILG Samar discussed the salient features of the program, which basically aims to regulate business activity in compliance to RA 9482 or the Anti-Red Tape Act (ARTA) of the Philippines and the Joint Memorandum Circular of DILG and DTI to streamline and unify business registration. As shared by Mr. Camilon, the purpose of the program is to ensure that there should only be one (1) assessment, one (1) payment, maximum of two (2) signatories and maximum of five (5) steps in registering a business.

The simplification program is good for the private sector, good for the LGUs and for the society in general. It is aimed at helping businesses start, grow, thrive and expand by ensuring that the procedure is simple, predictable and transparent.

Should the current administration signify its commitment to participate in the program, it will be second to Calbayog City in the Province of Samar to participate and comply with the enhanced program.

This new program is being received warmly by the administration of City Mayor Stephany Uy-Tan, which is set to submit its intent as part of Mayor Step’s commitment to support the business sector through a transparent, participate and empowering form of governance to create a business-friendly environment.
