CATBALOGAN SEEKS SIMPLIFIED BUSINESS APPLICATION

In a follow up to their consultative meeting with the World Bank (WB) and the Department of Interior and Local Government, the city’s Business Permits and Licensing System (BPLS) Team and Joint Inspection Team participated in a workshop aimed at further simplifying the process for opening up a business.

As facilitated by WB Consultant Glenn Ymata, the participants first assessed the current BPLS that was presented by Licensing Officer Arden Cuenco. It was during this process that the participants were able to trace as to which parts of the current BPLS where delays and long waits usually occur.

This enabled them to identify steps to ensure that the new BPLS shall consist of only a maximum of five (5) days – to involve only one (1) application form, one (1) inspection, one (1) assessment, one (1) payment, one (1) signatory and can be completed in a maximum of five (5) days – which are the conditions set in the Joint Memorandum Circular (JMC) issued by the DILG and the Department of Trade and Industry in 2010.

The proponents of this new design are also planning to make use of a system through a computer program that will merge certain steps to minimize the paper trail and make the procedure quicker and easier for the clients.

It was agreed during the meeting that a follow-up workshop should be conducted on the 29th of January to gauge the applicability of the proposed new BPLS design. Expected to participate in the said workshop are the BPLS Personnel as well as members of the JIT and a representative from the City Council to orient them on possible amendments to existing legislations to compliment the new BPLS.

City Agri turns-over palay seeds to typhoon affected farmers

Two months after Super Typhoon Yolanda struck the province, Catbaloganon farmers are still haunted by the effects brought by the disaster.

Through the initiatives of City Mayor Stephany Uy-Tan as part of the regular fund program of the Office of the City Agriculture, some 100 farmers from different agricultural barangays received 2.5 kilos of palay seeds during the turn-over by the said office last January 13, 2014. A total of 25 sacks were distributed, each sack containing 10 kilos of the said agricultural support.

Said beneficiaries were from the following affected barangays, namely: Barangays Albalate, Pupua, Cagudalo, Cabugawan, San Vicente, Bangon, Lagundi, Iguid, Silanga, New Mahayag, Old Mahayag, and Cagutian.

As reported by the City Agriculture Office after Yolanda, a total of 141 rice farmers with an estimated total standing crop area of 82.78 hectares were affected, whose crops were on maturity and ripening stages.

The said initiative is part of the current administration’s effort to support Catbaloganon farmers not only during calamities but a continued commitment towards a sustainable source of livelihood.
