The City Government of Catbalogan joins the month-long celebration of the 2015 Nutrition Month with the theme “Timbang iwasto sa Tamang Nutrisyon at ehersisyo”.
Series of activities are being coordinated by the City Nutrition Council in coordination with various local and national agencies along with people’s organization and socio-civic groups.

It was another first for Catbalogan City as they performed on the stage of Pintados Kasadyaan in Tacloban City last June 27, 2015 as Guest Contingent staging our very own Manaragat Festival featuring Tribu Katbalaugan’s fresh win from the Aliwan Fiesta 2015 performance.
Heading our contingent was no less than City Mayor Stephany Uy-Tan along with City Councilor Jeffrey Uy.

Congratulations to Catbalogan City representative, Ms. Chloe Shania Nacar for winning 3rd Runner-Up in the Miss Teen Pintados 2015 held in Tacloban City last June 26, 2015.
Skateboarders rolled into the Catbalogan City Plaza last Saturday, June 20, 2015 for the first ever Skateboarding Competition in the city. This event was in line with the internationally celebrated Go Skateboarding Day marked annually on the 21st of June.
The competition saw the performances of 32 contestants divided into two categories: 12 in Senior Division and 20 in the Juniors. Each division competed in two categories: Game of Skate and Highest Ollie. The Longest Ollie category on the other hand was open for both divisions.
Young local skateboarders shined in the Junior Division. 12 year old Piolo Rojas won the Game of Skate for this Division with Daniel Manaog, 14, winning both the Highest Ollie and the Longest Ollie beating much older contestants from the Senior Division in the latter after jumping over 10 laid decks whilst on board.
In the Seniors, Butch Ortega of Calbayog City ruled both the Game of Skate and Highest Ollie. He won the Ollie after successfully jumping over 5 stocked decks. Ortega was one of the 6 contestants from outside Catbalogan who competed this year.
Formed in 2003, the 9 member organizers compose the Catbalogan Skaters Club headed by their President Kyle Menchavez and Vice President Archie Lozano. More than a decade ago they started playing at the City Plaza with only two boards. But last night they were able to draw a large crowd that peaked at around 200 people.
“Naniguro kami nga maorganisa ini nga muruglay basi gihapon padayon nga mabuhi it skateboarding ngadi ha Catbalogan,” Menchavez said.
Sponosors for the event were former Catbalogan City SK Federation President, Mr. Dexter Uy and the City Government of Catbalogan through City Mayor Hon. Stephany Uy-Tan. The strong support of the City Government is part of the city’s commitment in furthering sports enthusiasm among Catbaloganons as demonstrated by the presence of the recently formed City Sports Council.

In preparation for the upcoming launching of the yearlong celebration of the 400 years since establishment of St. Bartholomew Church and Catbalogan City as Cabecera of Samar Island, the Local Culture and Arts Council reconvened last June 19, 2015 at SP Session Hall.
The said yearlong celebration is set to be launched this August 01, 2015, which will gather different sectors to drumbeat the events and will end by August of 2016.
With the theme “Catbalogan Higugmaon Ta: 400 years of celebrating culture, faith and development”, the coalition between the church and the city along with people’s organizations and civil society will showcase the rich history of Catbalogan City through the celebration towards further development as Samar Island’s political, economic and religious capital.
The said council is set to reconvene on July 09-10, 2015 to layout the timeline of planned activities along with the event’s official logo, theme song and others.

SPEECH OF CITY MAYOR STEPHANY UY-TAN FOR SOCA 2015
The feeling is unexplainable facing you all today. It’s indeed a mixed emotions. But one thing is for sure – my heart is filled with joy. I feel so loved and lucky to love you all.
Good evening everyone!
When I first sat as Mayor, I vowed to eliminate all political colors. Waray dulaw, waray pula, waray pamolitika. Having done away with the distractions that such a division often brings, mas naging masayon ha aton an pagserbe han katawhan, miskin gaano pa kadamo an mga problema nga gin atubang naton.
“The ultimate measure of a man is not where he stands in moments of comfort. But where he stands at times of challenge and controversy” – these words of Martin Luther King serve as my inspiration as I stand before you today to deliver my 2nd State of the City Address.
After two years in office as the first City lady mayor of Catbalogan, this has served as my means of communicating to every Catbaloganon my administration’s thrust so that they will be involved in every step of the city’s process of development.
As the ultimate celebration of our solidarity and fruitful partnership, it seemed only fitting to hold this occasion on the same day that our unity first took root – and that is the day that Catbalogan City was born.
It was exactly eight years ago when we first cast our vote in favor of cityhood. It was a vote that vote came with the unconscious pledge to – right there and then – steer the city into the path towards progress. Each of our seven charter day anniversary celebration served as a reminder to us of this pledge.
But today, on our 8th Charter Day Anniversary Celebration, this collective remembering is made even more meaningful because of what we have been through and what we have just overcome.
In the past year, the city has experienced a mix of trials and triumphs, challenges and successes. We have gone through four strong typhoons – Glenda, Ruby, Senyang, and Amang, leaving thousands of families homeless and thousands of livelihood affected. But not only houses or crops were destroyed, precious lives were also lost particularly the 21 victims of the Barangay Mercedes landslide. For this, may I request everyone to offer a moment of silence as we offer our prayers.

We may have briefly lost hope but our faith was strengthened. Head on, we faced these challenges and like the sun from the east, we rose again.

Amo ine an 4 nga harigi o pillars nga aton gindadara tikang pa han tinikangan, an STEP nga gintutungtungan han aton mas epectibo nga paghatag hin serbisyo.
Looking back in the past twelve challenging months of our administration, we were able to account an overwhelming number of achievements clustered into eight major accomplishments:
- We are able to effectively extend the delivery of our City’s social services at the Barangay level through bringing to them the City Hall right at their doorstep. These services include free live birth registration and mass weddings among others. In bringing the city hall to their doorstep we were able to do our mandate passionately, getting closer to the public who is in dire need of our services especially to the two of our most precious sectors – the Senior Citizens and Persons With Disability. We have provided wheelchairs for our City’s Senior Citizens which I personally delivered directly to their homes. For our PWDs and special children, our City grant financial assistance to our differently-abled students worth 3 thousand pesos annually for each of them. One of the programs under the City-Hall-At-Your-Doorstep is the Hunger Mitigation Rice Subsidy Program. Through this, we also have addressed the eradication of extreme poverty and hunger, achieve universal primary education and in terms of health, reduce child mortality, improve maternal health and combat HIV/AIDS and other communicable and non-communicable diseases;
- We are also able to carve significant milestones in promoting city’s culture, arts and tourism;
- We are also noted for our strong support to various sectors, groups, cooperatives and organizations in Catbalogan City in line with my administration’s commitment for people’s empowerment and inclusive governance;
- We were also able to build relevant infrastructures and other physical projects that catered the needs of barangays, helped maintain peace and order and prepared the city in any disasters and calamities;
- We are also considering as accomplishment the visibility and commitment of our disaster responders from the CDRRM Unit;
- We are able to strategically position the city of Catbalogan in the global map thru various international investment promotion opportunities and partnership building;
- We are also able to establish the City Government as one of the best governed and financially managed LGUs in the region;
- Lastly, we value the various awards, recognitions and commendations that the City of Catbalogan have garnered in the past year as validation and confirmation of our untiring efforts and outstanding performance.
On the first accomplishment, I am personally extending my sincerest gratitude to our frontline departments in providing quality and accessible health, education and social services especially on hunger mitigation and poverty reduction.
Strong commendation goes to the City Health Office staff and employees headed by the City Health Officer, Dr. Gerarda Tizon, Department of Education City Division headed by then Division Superintendent Dr. Edita De Veyra, to the City Civil Registrar’s Office headed by Ms. Ofelia Royandoyan, and to the City Social Welfare and Development Office headed by CSWD Officer, Mrs. Nida Aroza, for without you, your committed staff and workers, the following significant accomplishment would have not been possible.

Oo, imposible gad pamation pero kun dire naton titikangan ngan papanigurohan magiging mas harayo ha kamatuoran. An importante, ugrupod kita nga mag-iinop, ngan mangungusog para makab-utan ine ngatanan nga aton guindadahom.
Ha utro damo nga salamat han bumulig para makab-otan naton an mga nasabi nga mga accomplishments.
Aanhi ngani yana an pipira han mga nakatagamtam han hini nga mga programa. Ini hira an mga parolado nga natagan naton han bulig pinaagi han suporta ha pagpakabuhi para magin bug-os ngan kumpleto an ira pagbalik ha sosyodad. An iba ha ira mayda na gutiay nga negosyo pareho han pagba-barbecue, pagbaligya han sura, pagpangisda ngan iba pa nga pagpakabuhi para makagtikang utro ha poder han balaud.
Honestly, when I got immersed into the City’s affairs a decade ago during the administration of my beloved father, now the Honorable Councilor Tekwa Uy, I dreamt of Catbalogan getting the attention of the national media. During that time I did not know how. But one thing was sure, when that time comes it should be about Catbalogan being featured for her culture, people, its economic potentials and its unique identity. Waray ko buhii ito nga inop, mas naging makusog an akon pagtoo ngan paghingyap nga magiging realidad an tanan. And now we are here celebrating for being the Champion of Philippines’ Festival of Festivals, the Aliwan Fiesta.
Again, with great pride, a resounding applause to our Tribu Katbalaugan: Manaragat Festival.

A government cannot fully claim strong and successful governance without an empowered citizenry. Without them as active catalysts for progress, the entire community would be far from a sustainable and long term growth. These grassroots individuals and sectors must believe that their government, its projects and programs, has really transformed their lives for the better. ESLOPOR II, PNP Catbalogan thru their Chief of Police, P/SUPT. CARLITO D. ABRIZ, BFP thru S/INSP LEONEL M. AURELIA, the BJMP thru their Jail Warden, J/INSP ARNULFO D. GASPAN, Philippine Coastguard thru LT. ALVIN V. DAGALEA, and the 8th Infantry Division of the Philippine Army headed by MGEN JET B. VELARMINO. Also, thank you to the then President of Catbalogan City Federation of Senior Citizens Association, Ms. Herminia S. Cabral, the President of Catbalogan PWDs Association, Ms. Rica Dacles, the Culture and Arts Council Co-Chairperson Ms. Rosario Nabong Cabardo, the people in Solid Waste Management Board, the Urban Poor Federation headed by Mr. Emir Porcil, to the various Communication Groups: ALERT, Kabalikat Civicom, REACT, Guardians, & ACCESS 5, to our Business Sector – Samar Chamber of Commerce and Industry headed by Mr. Ariel Donceras, the Catbalogan Bankers Club, to the Cooperatives, various women and youth organizations, transportation groups, farmers and fisher folks associations, and to the rest I ruefully forgot to mention. To all of you my, deepest and sincerest Thank You!
In line with our efforts to make Catbalogan City one of the biggest economic hubs of the region, the City Government strongly believe that relevant infrastructures must be put in place to stir commercial activities, to maintain peace and order, to improve accessibility to services of our ordinary Catbaloganons and to speed up mobility of products of our farmers, fisherfolks and workers. With this, we personally made sure that a significant amount of our financial resources was allotted to physical projects. City Engineer’s Office headed by Engr. Rico Macabare, General Services Offices headed by Engr. Zerlin Delgra, City Agriculture Office headed by Mr. Daniel Daguman.
The fifth accomplishment is a product of combined experience, and commitment. Nagtikang anay han aton inop nga andam humatag hin paspas nga serbisyo an syudad ha oras hin mga emergencies ngan disasters. An kaaktibo hine nga opisina lumahos pa han mga katubtuban han ciudad. Our sixth accomplishment deals with an opportunity to make the City as one of the economic and business tigers of the Visayas banking on our own resources and potentials. The City Government of Catbalogan thru our humble representation has greatly promoted in international venues the City’s investment capability at the same time building a strong global partnerships with international organizations, government and non-government entities. My sincere appreciation to the City Tourism and Investment Promotion Officer, Mr. Raulito Reyes and City Environment and Natural Resources Officer, Mr Edgardo Guya.
On the seventh accomplishment, the City Government of Catbalogan was one of those few local government units in the region to be recognized as best governed and financially managed LGU. (explanation in waray). I am personally expressing my thanks to the financial managers of the City for the job well done. Damo nga salamat ha aton mga empleyado ngan staff tikang ha City Treasurer’s Office headed by Ms. Elizabeth Lim, City Accounting Office headed by City Accountant, Ms. Peachy Daguman and our City Budget Office headed by Ms. Aida Lamadrid, also with the help of our City Assessor’s Office headed by Mr. Romeo Tuazon, City Economic Enterprise and Public Utility Office headed by Mr. Victor D. Pagarao and of course, our City Local Government Operations Office headed by Mr. Jose Obrero. Also, I would like to thank the Joint Inspection Team composed of Mr. Antonio Yulo, Mr. Dennis Cugtas, and other staff from different offices in helping the above mentioned departments in achieving the City’s targets in revenue collection and in achieving improved financial management of the City.

Proudly, the next accomplishment only proves that our programs and projects in the City are not just ordinarily implemented. Ika nga, pinag-isipan at pinag-hirapan. The impact of these programs and projects are not just simply on the average. Ika nga, makahulugan at may mabuting patutunguhan. The awards and recognitions that the City of Catbalogan has received in the past months are not just for us in the City Hall to celebrate but for all Catbaloganons to rejoice. Because again these are not just simply titles, medals and plaques, these are certifications that the government is really working hard in making sure that we are responding to your very needs.

In this ever changing world, new challenges, tests and events are but inevitable. We may fail in responding or reacting on some of these, but we must not falter. Lessons must be learned and must serve as stepping stone to improve for the better. Let me take this opportunity to also thank the almighty God for the bounty he gave our City, for the strength that emanates from our people through hardships, trials, and triumphs. For my family, Papa and Mama, my two daughters Star and Sky, my relatives and friends, for standing beside me in every challenge.

To those whom until now is not satisfied with our services, thank you for giving me the reason to give more and do more… I am and will never be discouraged. Instead, I take your criticisms and comments constructively. Kon ano man po an malain nga akon nababatian diri ini makakaparaot han akon buot. And in every prayer, I always pray to God to please continue to give me a heart that is kind, good and full of passion.
All of these steps that we have undertaken are all anchored on my initial promise to make the City Government not just an office but also a home where everybody’s troubles will be attended to with all the decisiveness and caring of a mother.

To be the leader of a progressive city means leading over a populace with diverse opinions and political beliefs. This in itself is a gift as well as a challenge. But I believe that with your support, these challenges will yield rewards.
An iyo kinasing-kasing nga suporta ngan pagbulig asya an akon inspirasyon nga magpursigi. Because you are the wind beneath my wings. So as we take flight to greater heights, LET US HOLD HANDS TOGETHER AND STEP FORWARD TOGETHER

In celebration of the 117th Philippine Independence Day, the City Government of Catbalogan has lined up several activities for the commemoration on June 12, 2015:
– Siday Writing Competition from June 09 – 12, 2015 via DYMS Aksyon Radyo
– Film Showing via LED Billboard TV at City Plaza from June 09 – 12, 2015
– Independence Day Program at City Plaza on June 12, 2015, 08:30 AM
– Poster Making Contest at SP Session Hall on June 12, 2015 from 09:00 AM to 12:00 PM
This year’s celebration is anchored on the theme “Kalayaan 2015: Tagumpay sa Pagbabagong Nasimulan Abot-Kamay na ng Bayan”.
To provide holistic opportunities and development programs for Catbalogan City scholars, the City Government of Catbalogan thru the dynamic leadership of City Mayor Step Uy Tan initiated the 2nd Scholar Day with the theme “Scholar Day goes Cultural: Love our Culture, Imbibe our Heritage” last June 5, 2015.
The city scholars numbering to more than 1,000 students combined for college and high school were divided into six clusters to conceptualize a cultural dance presentation coming from various regions of the country such as Northern Luzon, Southern Luzon, Western Visayas, Eastern Visayas, Northern Mindanao, and Southern Mindanao.
During the contest proper’s opening program, Hon. Stephany Uy Tan, in her message said that the scholars have a crucial role in city’s affairs specially in preserving the culture and heritage of Catbalogan. She added that the investment that the city is giving to these scholars is anchored on the firm trust on their potential and capability to make a valuable difference in communities as attested by the previous accomplishments and successful engagements e. g. Tribu Katbalaugan’s participation in SINULOG and ALIWAN FIESTA.
Also present during the affair are city officials, Vice Mayor Art Gabon, and Councilor Tekwa Uy and the members of the judging panel, MARK RANEL P CABATUAN, ALFREDO L GUTAY JR, JANNEIL TAPALES MAINAR, DENNIS COSMOD and RANDY E PACADALJEN.
Right after the presentations, the adjudged winners are 1st Placer Cluster 4, 2nd Placer Cluster 2, 3rd Placer Cluster 3. The barangays covered of these winning clusters are Cluster 4 (Guinsorongan, Bunuanan, Pangdan, Darahuway Daco, Darahuway Gote, Ibol, Pangdan and Basiao), Cluster 2 (Barangay 7 to 13, Lagundi, Guindapunan, and Soccoro) and Cluster 3 (Barangay 1 to 6, Muñoz, San Pablo and Mercedes).
The winning presentations will be showcased in the upcoming SOCA and parallel sessions in connection of the 8th Charter Day Celebration.

Joining the national wave of discussion on Bangsamoro Basic Law, the Bantay Bayanihan -Samar initiated the BBL Forum last June 5, 2015 held at New Maqueda Bay Hotel.
Present during the forum as resource speakers are Hon. Salem Demuna, Commissioner, National Commission on Muslim Affairs and Mr. Paul Paraguya, Member, National Peace Council.
Catbalogan City Mayor Hon. Stephany Uy Tan welcomed the participants. In her speech she emphasized the need to involve oneself in the discussion of BBL.
“By being aware, we become part of the issue, and when we become part of the issue, we can also become part of the solution, and the best way to become part of the solution is to take a stand – a strong passionate stand based on facts, not just hearsays, a stand that is derived from weighing the pros and cons of this issue and not the prevailing biases of the times.”
