Catbalogan prepares for 2017 Seal of Good Local Governance

Gearing up for the 2017 Seal of Good Local Governance (SGLG) of the Department of the Interior and Local Government (DILG), the City Government of Catbalogan underwent an assessment — the first of many evaluations, last May 29, 2017 by a team composed of representatives from the provincial DILG, a separate national government agency, and a civil society organization.

Four (4) core areas were assessed, namely: Financial Administration, Disaster Preparedness, Social Protection, and Peace & Order. In addition, three (3) essential areas were also evaluated, namely: Business-Friendliness and Competitiveness, Environmental Protection, and Tourism, Culture and the Arts.

All 4 core areas must be successfully passed and only 1 out of 3 essential areas can be complied but includes numerous indicators and must be supplied with sufficient verifiable evidence, hence called the “4 + 1 principle”, which is an upgraded version of the SGLG from the previous implementations in response to international treaties such as, but not limited to the Sustainable Development Goals (SDG) and the Sendai Framework for Disaster Risk Reduction.

Apart from the documentary assessment, the Regional Assessment Team (RAT) also conducted on-site evaluation of the implemented programs of the city government as required under the said program.

Once reports are finalized and forwarded, a national validation is said to follow among potential SGLG passers and the validating team will be composed of top officials of DILG regional offices and SGLG focal persons through a cross-region approach to ensure reliability and accuracy of results.

This rigorous assessment is part of DILG’s commitment in upscaling the quality of services that local government units provide to the Filipino people and for LGUs as well to step up their efficiency and effectiveness.

Catbalogan City received the said seal for the 2015 batch and hopes to reclaim the seal this 2017, with the strong support of Mayor Stephany Uy-Tan anchored on her commitment of a transparent and empowered local government.

Catbalogan receives grant for an anti-poverty project

The City Government of Catbalogan was recently chosen to be one of the beneficiary and implementor of the “Sustainable Development Goals Family-based Action for Children and their Environs in the Slums” or the SDG FACES Project that is being implemented in partnership with DILG and the UNDP.

Present during the signing of the Memorandum of Agreement was our very own Mayor Stephany Uy-Tan along with DILG 8 Regional Director Sacendoncillo in Manila.

This project empowers LGUs to be a dynamic partner of the National Government in responding to the challenges of SDGs and the project also engages the participation of families living in the slums area.

“Indeed, development can be seen in the face of a child and I call on everyone to help our LGU in the implementation of the project for us to achieved the goals and create a progressive environment to our children” Mayor Step shares.

Further, the SDG-FACES project focuses on empowering mothers and women-headed households living in slums to take the lead in managing the Family SDG Covenant. The document contains the community’s proposed targets and actions to achieve them while also helping participants track their progress.

Catbalogan City is one of the 75 LGUs of the first ever batch of the roll-out of the project that received a P50,000.00 project grant that is targeted to benefit children aged 0 to 17 years old and capacitate their female guardians covering to capacitate more than 3,000 women and improve the lives of over 3,000 families by the end of the project.

Young Catbaloganons won at 2017 Palarong Pambansa

Kudos to these brilliant boys who won BIG during the PALARONG PAMBANSA 2017 that recently concluded at San Jose de Buenavista in Anitique as hosted by the Provincial Government of Antique:
