Catbalogan co-hosts first cultural festival for the youth

The City Government of Catbalogan was one of the partners of the National Commission for Culture and the Arts (NCCA) during its 2018 National Arts Month Celebration with the activity dubbed as “Ismayling ni Mileng: The First Ismayling Festival for the Youth” last February 26, 2018 at Samar National School (SNS) Covered Court.

Prior to the event proper, a workshop was held last February 13, 2018 among young students of Catbalogan City with premier experts from all over Samar Island discussing on the basics of ismalyling and the binisaya language.

“Ismayling” is a poetic joust between a man and a woman and said to be a courtship literary form of song and dance, which the name is said to be derived from the English word “smile” as observed from the smiling couple conversing in the local language.

The purpose of the festival as shared by NCCA was to initiate appreciation especially for the young people and the millennials (mileng) towards the unique culture of Catbalogan and Samar as well as to encourage them to learn more of this tradition.

“Cultural identity serves as a source of pride and the meaning of existence” as shared by City Youth Development Officer, Dennis Cosmod who spoke on behalf of City Mayor Stephany Uy-Tan.

The month of February is celebrated annually as National Arts Month (NAM) as mandated under Presidential Proclamation 683, in 1991 and this year’s NAM is anchored on the theme “Ani ng Sining, Alab ng Sining”, which means “Harvest of the Arts, Flame of Art” that puts emphasis on the bounty of artistic endeavors in the Philippines and the passion of Filipino artists and cultural workers.

Parters of the said festival were the Samar Island Heritage Center, Guitar Foundation of the Philippines, Inc., and the Deped Catbalogan City Division.
