(BPLS) Division sat for a consultative meeting with World Bank Consultative Glenn Ymata and City Local Government Operations Officer Jose Obrero regarding the Regulatory Simplification Program (RSP) being undertaken by said funding agency in partnership with the Department of Interior and Local Government (DILG) and the Local Government Academy (LGA).

The discussions focused on the set of recommendations for the improvement of the current Business Permits and Licensing System (BPLS) which is being proposed by the City Treasurer’s Office. The said proposal came as a result of a previous consultation that was conducted in December of last year.

From the ten steps involved in the current application for a business permit, the new BPLS design narrows the process to just three steps. It also incorporated the functions of the Joint Inspection Team (JIT) to maximize the collection of fees particularly of the Real Property Taxes (RPT). This shall go hand-in-hand with the newly established Business One-Stop Shop (BOSS) to equate simple and convenient process of establishing a business with increased income for the city.

It was agreed during the meeting that a follow-up workshop should be conducted on the 29th of January to gauge the applicability of the proposed new BPLS design. Expected to participate in the said workshop are the BPLS Personnel as well as members of the JIT and a representative from the City Council to orient them on possible amendments to existing legislations to compliment the new BPLS.
