Catbalogan convenes motorcab drivers and operators for modernization plan

The first of the two congresses organized by this city government, nearly a thousand motorcab drivers and operators gathered earlier today at the Provincial Covered Court for the Catbalogan Tricycle Congress 2018.

Speakers during the said congress were P/CI Daniel Deuda, Deputy Regional Director of Highway Patrol Group RO8 that discussed on road safety and security; PSUPT Douglas Antonio B Eloja, Chief of Police of PNP Catbalogan City that discussed on peace, security and traffic management; Roger Pagunsan, Supply Officer of Land Transportation Office that discussed on the updates on transportation laws and policies; and Mr. Bong Laurel and Mr. Ian Lancaster of Star 8 Green Technology Corporation​ that shared on Green Transportation.

As the lead convenor of the congress, City Mayor Stephany Uy-Tan discussed how and why the congress was organized, which was basically anchored on Public Utility Vehicle Modernization Program (PUVMP) of the Department of Transportation – Philippines​ (DOTr) with the goal of making the country’s public transportation system efficient and environmentally friendly by 2020 in coordination with the Land Transportation Office​ (LTO) and the Land Transportation Franchising and Regulatory Board – LTFRB​.

“Ini nga bag-o nga programa tikang ha national kinahanglan andaman naton ha lokal kay damu gud nga mga pamilya it maapektuhan ha parti han paglimitar ngan pagtanggal han pipira nga mga vehicles ha tiarabot nga mga tuig,” Mayor Step shares.

She further emphasized that “deri pwede urustoryahan ini ha 2020 pa kay makuri ngan damu it maapektuhan, dapat yana pala aton storyahan na ngan planohan para andam kita ngan waray makukulob nga kaldero han kada tagsa nga mga pamilya.”

Specifically, discussed were the transition of current fuel-based vehicles to renewable energy-sourced transportation like solar and electric; limitation of van transports to a certain length of distance; limitation of three-wheeled vehicles plying along national highways; and the initiative of the national government through the local governments to create a financing scheme for this said modernization and transition to cleaner and more sustainable means of transportation for the public.

“Ini diri pamulitika kay an panuyuanan han lokal na administrasyon amo in maandaman an hinay-hinay nga pagbag-o ngan pag-modernize han aton transportasyon,” Mayor Step affirms on the issue of the upcoming local and national elections in relation to the congress.

The nearly a thousand delegation was further divided into groups during the breakout session that threshed out their sentiments, issues and concerns relative to their sector as well as their recommendations to the local government on how to address their plight.

“Ako an Mayor nga diri para la han pipira, kundi para han ngatanan nga mga Catbaloganon,” she emphasized on the necessity to increase the fare among pedicabs and motorcabs to deal with the current economic situation and further encouraged the motorcab drivers and operators to provide a just, safe, polite, disciplined, and appropriate service to the general public relative to the fare increase.

And finally, Mayor Step revealed that instead of reducing the fees the government collects relative to regulation of the transport sector, she emphasized on the move of the administration to provide better social services to all, construct and repair safer roads and appropriate parking and terminal, and assist in the provision of motor vehicles through a socialized financing scheme.

The attendees of the congress later availed services from the @catbalogan Catbalogan City Health Office​ relative to hypertension and diabetes screening and consultation; free live birth registration and marriage registration through the Catbalogan City Civil Registry Office​; free haircut and massage services through TESDA Samar Provincial Office​; assistance in the Men Opposed to Violence Everywhere (MOVE) through the Catbalogan City Social Welfare & Development Office​; free insurance through the Philippine Red Cross​ Samar; assessment and registration of licenses through the joint efforts of the Catbalogan City Business Processing & Licensing Office​ and the City Treasurer’s Office.

The next schedule for the tricycle congress will be for the pedicab or ‘traysikol’ driver and operators on October 07, 2018 at the same venue.
