Honorable Stephany Uy-Tan, Chair of the City Council’s Committee on Family, Women and Children was in the SPED Center of Catbalogan I District Elementary School this morning to hand out educational assistance amounting PhP3,500 to each of the thirty seven deaf-mute and autistic students who make up the said class.

The entire activity is in keeping with the observance of the 34th National Disability Prevention and Rehabilitation Week which started last July 17, 2012 and shall run until the 23rd of this month. The declaration of the 3rd week of July as such is stipulated in Presidential Proclamation No. 361, S. 2002 and was first conceptualized to bring attention to the plight of Persons with Disabilities (PWD), recognize their special skills and integrate them into the mainstream society.

This year’s theme, “Mainstreaming Persons with Disabilities in Economic Development”, aims to see the PWD sector as equal partners in the workforce through full employment. It also calls for the elimination of gaps and barriers that might hinder this goal.

City Social Welfare and Development Officer (CSWDO) NIda Aroza said that her office is currently conducting a mass registration of all PWDs in the city in order to determine the exact quantity of residents fall into this sector. The baseline information shall be used in determining appropriate programs and issuance of Identification Cards that shall entitle them to particular privileges.
