Another round of talks took place last February 7, 2012 at the Flaming Hat Restaurant in preparation for the potential visit of hospital ship USNS Mercy for a series of medical missions tentatively slated for the second month of June. Representing the City Government were City Councilor Stephany Uy-Tan, City Information Officer along with City Health Officer Dr. Gerarda Tizon and Assistant City Health Officer Dr. Amalia Tirazona and Dr. Jojit Casiño from the Alternative Learning System (ALS) Division of Department of Education-Samar, while the USNS Mercy was represented by Capt. Tim S. Hinman and several american doctors. The American delegates were accompanied by 1st District Congressman Mel Sarmiento.

The City of Catbalogan has already expressed its full support for the said mission by virtue of a resolution from the Sangguniang Panlungsod, in the hope that the said activity will improve the city’s capacity to extend support and services particularly in the area of health and disaster risk reduction and management.

The medical missions to be conducted by the said hospital ship in the province will comprise the Southeast Asian leg of the 2012 Pacific Partnership (PP), an annual humanitarian civic action mission being undertaken by the US Government and other Non-Governmental Organizations to strengthen their ties with Global and Regional Core Partners by instilling trust and goodwill among international and local leaders.
